Paris Agreement Summary

The Paris Agreement was inaugurated at signing on 22 April 2016 (Earth Day) at a ceremony in New York. [59] Following the ratification of the agreement by several European Union states in October 2016, there have been enough countries that have ratified the agreement to produce enough greenhouse gases worldwide for it to enter into force. [60] The agreement entered into force on November 4, 2016. [2] These transparency and accountability provisions are similar to those established in other international agreements. While the system does not carry financial penalties, the requirements are aimed at easily tracking the progress of individual nations and promoting a sense of global group pressure, which discourages any hesitation between countries that might consider it. Under the Paris Agreement, each country must define, plan and regularly report on the contribution it makes to controlling global warming. [6] No mechanism obliges a country to set a specific emissions target before a given date[8], but each target should go beyond the targets set previously. The United States formally withdrew from the deal the day after the 2020 presidential election,[9] although President-elect Joe Biden said America would join the deal after his inauguration. [10] INDCs become NDCs – national contributions – as soon as a country formally accedes to the agreement. There are no specific requirements on how or to what extent countries should reduce emissions, but there were political expectations about the nature and rigour of different countries` targets. As a result, national plans are very different in scale and ambition and largely reflect each country`s capabilities, level of development and contribution to emissions over time.

For example, China has committed to leveling its CO2 emissions by 2030 at the latest and reducing CO2 emissions per unit of gross domestic product (GDP) by 60-65% by 2030 compared to their 2005 level. India has set a target of reducing emissions intensity by 33-35% compared to 2005 by 2030 and producing 40% of its electricity from non-fossil sources. At present, 197 countries – every nation on earth, the last signatory being war-torn Syria – have adopted the Paris Agreement. .
